Innovation Ecosystem

Recognizing innovation as a cornerstone of social and economic development, nations around the world have set about to develop national innovation strategies and frameworks. Innovation is key to promoting economic growth, increasing competitiveness and providing new job opportunities. 

Since its inception in 1971, the United Arab Emirates has constantly been distinguished as an icon for innovation and creativity, enhancing its social and economic status and transforming into a primary destination for talents and businesses in record time. 

Believing that innovation is the future of human investment, the UAE Leadership emphasizes its importance across all sectors through the UAE Vision 2021: “Innovation, research, science and technology will form the pillars of a knowledge-based, highly productive and competitive economy, driven by entrepreneurs in a business-friendly environment where public and private sectors form effective partnerships.” 

Emanating from its strong belief that building a human capital is far more critical than urban development, the UAE is keen on creating a wealth of human resources capable of meeting the country’s aspirations of development across various sectors. The UAE distinctly demonstrates its ability to attract and retain top talent by becoming a primary destination for educated Arab youth seeking a better professional and personal life, besides ranking first worldwide in attracting global talent.

Vision 2021

The Vision aims to make the UAE among the best countries in the world by the Golden Jubilee of the Union. In order to translate the Vision into reality, its pillars have been mapped into six national priorities which represent the key focus sectors of government action in the coming years.

National Agenda

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has launched a seven year UAE National Agenda leading to the UAE Vision 2021 which also coincides with the UAE’s 50th National Day.

"These next seven years will be very important years in the UAE’s march of progress and development, during which we will work hard and dedicatedly to achieve the goals that we set in an ever-changing world. Development will be rapid, projects and initiatives will be launched, and great achievements and challenges lie ahead."

The UAE National Agenda, which was developed by over 300 officials from 90 federal and local government entities, includes a set of national indicators in the sectors of education, healthcare, economy, police and security, housing, infrastructure and government services.

Year of Innovation

The UAE Cabinet approved the designation of 2015 as the Year of Innovation, in a plan to make the UAE a world innovative leader. The Cabinet directed all federal government bodies to boost cooperation and to revise their policies to develop a nurturing environment for innovation.

Mohammed bin Rashid Centre for Government Innovation

The Mohammed Bin Rashid Centre for Government Innovation was established to stimulate and enrich the culture of innovation within the government sector through the development of an integrated innovation framework. The goal is for innovation to become one of the key pillars of the UAE government in line with the vision of H.H. Sheikh Mohammed Bin Rashid AlMaktoum, UAE Vice President, Prime Minister and Ruler of Dubai, which aims to develop government operations and enhance the UAE’s competitiveness, making the UAE one of the most innovative governments around the world.

UAE Creates 'CIO Of Innovation' Post For Government Agencies

The UAE has announced the creation of a new job post – CIO of Innovation – for every government department, Deputy PM and Minister of Presidential Affairs Sheikh Mansour bin Zayed Al Nahyan revealed at the Government Summit on February 12, 2015.

"We are introducing a new job post, CEO of Innovation, that will be set up in every government agency this year."

Global Innovation Index (GII)

The UAE ranked first among Arab countries and 41st worldwide in terms of overall performance on the index, up from second in the Arab World and 47th globally in 2015.

This year’s Global Innovation Index measured the performance of 128 countries and economies in the area of innovation which represents the majority of the global workforce and global GDP. The index is based on 82 sub-indices which measure innovation in detail and provide a clear understanding of how it drives economic growth and prosperity.

The index results attributed the outstanding progress of the UAE this year to its sustainable achievements in innovation inputs, especially the strengthening of institutions and market sophistication. The UAE has one of the best political and legislative environments in the world along with outstanding development in information technology, communications, infrastructure, and innovation linkages.
